A new funding plan is being proposed to help Cincinnati’s streetcar.
The Haile/US Bank Foundation is calling for a super-taxing district in downtown and Over-the-Rhine, where property owners will pay for streetcar operations.
Supporters say it puts the bulk of the operating costs on primary users, but critics fear a tax hike won’t need voter approval.
