Cincinnati Police Chief Jeffrey Blackwell will be in Indianapolis during some of the All-Star Events on Sunday.
Blackwell is to be on a panel at the National Organization of Black Law Enforcement Executives.
The 90 minute visit was cut down from a four day trip, due to objections by city manager Harry Black.
